No, empty stomach is not needed before pregnancy scans

Full bladder is needed only before viability scans and Gynaec scans. . For the rest of scans , a full bladder is not needed.

It depends upon the position of the baby and type of scan. Nuchal translucency scans and anomaly scans are very comprehensive scans and usually takes a long time.
